ARRT Training | SAW | ARRT Suite | Background

SAWs are interactive, team-based approaches that apply performance-based techniques to service acquisitions. During a SAW, facilitators travel to the site of the multi-functional team to conduct workshops tailored to a given requirement.  One of the primary goals of a SAW is to help you get your work done by guiding your organization in writing a Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Performance Requirement Summary (PRS).  Extended support is available. Participants learn how to use the Acquisition Requirements Roadmap Tool (ARRT) Suite to define and refine requirements in order to create an initial draft of the PWS and the QASP. This process has been proven to significantly improve the quality of requirements documents while reducing costs, increasing the likelihood of effective competition, and shortening acquisition lead times.

Per the Memorandum from the Office of the Under Secretary of Defense, dated 6 December 2012, SAWs and the ARRT Suite are mandatory for each multi-functional team that supports service acquisition requirements valued over $1 billion or more and recommended for requirements down to $10 million.  A SAW, however, will yield benefits at any dollar level.
